The IRS implements and administers federal tax laws and operates within a budget approved by Congress. Most announcements made by the IRS tend to make US taxpayers nervous, especially this latest one that could have Americans saying goodbye to Direct File. The new proposal would lead to a painful change, affecting the future tax filing seasons.

Taxpayers might have to say goodbye to IRS Direct File

A new tax bill was released that outlines billions of dollars in federal spending cuts and includes an arrangement creating a task force to deliver a report on the cost of replacing the current online tax filing platform with a public-private partnership. The online tax filing platform has been in service for the past two years, and its termination has been pursued as part of Trump’s “big, beautiful bill” to counteract the extension of $4.5 trillion in tax cuts.

A new task force will also be launched under the bill to focus on replacing the current online tax filing platform with a “better public-private partnership between the IRS and private-sector tax preparation services.” The Treasury Department will have the authority to spend up to $15 million in exempted funds just on a report for Congress to analyze the replacement cost of the current tax filing platform that would allow 70% of all taxpayers to file their tax returns for free.

This was the goal of Direct File

Launching a nationwide program is not cheap, as was evident with Direct File’s launch. Critics also argue that the current platform competes with software from tax-preparation companies. The platform was initially launched as a pilot, and more than 140,000 taxpayers utilized the platform to file their tax returns. Per Adam Ruben, the vice president of campaigns and political strategy at the Economic Security Project, Direct File, which is now available in 25 states, saw the total number of users double or even triple compared to the previous year.

The average taxpayer spends $160 annually to file their tax returns. According to Ruben, if the Direct File platform could be expanded to the entire US and cover most of the common tax circumstances, the platform would save taxpayers $23 billion.

“That’s real money back in middle-class families’ pockets.” – Ruben during an interview with Federal News Network.

The proposal would lead to a painful change

Thanks to the Trump administration, some agencies’ staff responsible for the launch of Direct File have been terminated or significantly scaled down, including the General Services Administration’s 18F team. Employees of the US Digital Service, which is now known as the US DOGE Service, have also been terminated. This not only creates financial implications for these employees’ families but also negatively impacts the overall customer service.

According to Amy Paris, former product manager at the U.S. Digital Service and one of the first members of the Direct File team, in a GSA Touchpoints survey of more than 11,000 Direct File users, 90% of respondents ranked their experience with Direct File as excellent or above average.

“If we kept doing more work like Direct File, and we did that for every single government interaction — for Social Security, for Medicare, applying for SNAP and WIC … If we just designed them the way that we designed Direct File, and we built out these programs in ways that actually work with the American people and use plain language, we could totally revitalize people’s faith in government.” – Paris

To get the full information, you can consult the official Amendment in the Nature of a Substitute to Committee Print Providing for Reconciliation Offered by Mr. Smith of Missouri, Section 112207, Task Force on the Termination (page 370).

The Internal Revenue Service (IRS) is part of the US Department of the Treasury.
