Solar panels went up on 40 acres of Connecticut prison land where a crew had mowed grass and nothing else for decades, and the state never paid a dollar toward the 20 million dollars it cost

The service gate at the far end of the yard is padlocked and gets opened about twice a season.

Behind it, steel racking runs in parallel lines out to the perimeter, and a cabinet at the end of the row clicks over as soon as there is light to work with.

Nobody in Hartford signed a check for any of this.

The equipment went in, it was switched on, and the bills that followed were smaller than before. Which leaves one question, and it is who actually owns the hardware.

Who owns the hardware bolted to a state field

Not the state.

The arrangement is a power purchase agreement. A private company puts up the money, builds the system, keeps title to every panel and inverter, and stays responsible for insurance, washing, mowing and repairs for the life of the contract.

What the state supplies is the ground and a signature.

In return it buys the electricity coming off the array at a price written into the contract on day one. The rate here is 7.5 cents a kilowatt hour, fixed for 25 years, and that is the whole state obligation.

Retail power in the region runs well above that.

The gap between the two rates is where the savings live. There is no down payment to recover, no loan to service and no maintenance budget, because none of it belongs to the taxpayer.

Seven systems behind six sets of gates

The panels sit on roughly 40 acres the corrections department already controlled, inside secure perimeters, on ground with no other use.

Seven separate systems, spread over six facilities.

The largest is at Cheshire Correctional Institution at 2.4 megawatts. Manson Youth Institution, also in Cheshire, carries 2.2 megawatts, and Osborn Correctional Institution in Somers matches it. Willard Correctional Institution in Enfield runs 1 megawatt.

Then the small ones.

Enfield Correctional Institution has 181 kilowatts. Carl Robinson Correctional Institution, also in Enfield, has two separate arrays rather than one, at 83 and 167 kilowatts, which is why six facilities produce seven systems.

More than 15,000 panels went into the ground in total. The array at Cheshire alone accounts for about 4,500 of those, laid out in long tables on mowed grass rather than on any roof.

Where the numbers come from

Add the seven systems together and the installed capacity is 8.3 megawatts.

Construction started in 2023 and finished at the end of 2024, and the systems ran for months before the state published results in April 2025.

The figure the state put on it is more than 11 million dollars in avoided energy costs over the 25 year term, a cut of roughly 32 percent on what these facilities were buying before.

Emissions fall by about 5,500 tons of carbon dioxide a year.

At Cheshire, on a bright afternoon, the array can cover 85 to 90 percent of everything the facility is drawing. That is the peak, not the average.

The private investment behind all of it came to 20 million dollars.

The company on the other end of the contract

The owner is TotalEnergies Renewables USA, and the deal reached it through a state program few people have heard of.

The Connecticut Green Bank built that program, called Solar MAP, to do one thing. It packages public sites into a single procurement so an agency does not run its own solar tender, negotiate its own contract, or handle interconnection.

The Department of Administrative Services signed the purchase agreement. The corrections department supplied the land.

Feasibility work took about six months and construction took five to six more, which is fast for seven sites behind wire. The state announcement laid out the capacity at each facility.

Ground mounted arrays on working land are their own discipline, as three Texas farms found tilting tables against hail, and as growers found putting panels over vines.

What the state gave up in exchange is flexibility. A fixed rate for a quarter century is a bet that grid power stays more expensive than 7.5 cents, and nobody gets to renegotiate it in year twelve.

What these arrays do not cover

A prison never turns off.

Lighting, heating, kitchens, laundry and surveillance run all night, and there is no storage in any of these seven systems. After sundown they are back on the grid at whatever the utility is charging.

The daytime share is real. The 24 hour share is much smaller.

Six facilities is also not the whole system. Connecticut runs more than a dozen correctional sites, and most still have no panels on their prison land, because the ground is wrong, the load too small, or the interconnection point crowded.

The rate and the term are on the record, and local coverage pinned down what the state is paying.

What stays open is the ending. Twenty five years from now the contract lapses, the panels are past their warranted output, and somebody has to decide whether the state buys aging equipment, signs again at whatever the rate is then, or takes back 40 acres of mowed field.
