A crane stands over a hole in a residential street with road plates all around it.
What comes up on the slings is caked in clay and about the size of a compact car laid on its side.
Tangled against the cutting head are lengths of steel rod with bright freshly cut ends.
Those rods are the entire story.
They were not a geological surprise. They were on a permit.
Just not on the drawing that mattered.
What a tieback is and why it stays in the ground
Dig a deep hole in a city and the walls want to fall in. Shoring holds them, and shoring needs something to pull against.
So crews drill rods out sideways from the excavation wall, into the soil beyond the site boundary, grout them in and tension them.
Those are tiebacks, and they routinely reach under the street and under the neighbors.
When the building is finished the shoring comes out and the tiebacks stay where they are, because pulling them back is expensive and pointless.
That is normal practice and it is permitted. The rods become abandoned steel sitting in soil that somebody else will one day dig.
Which is fine until the next machine through is remote controlled, cannot see ahead, and fills the whole bore it is cutting.
The job that was almost finished
The tunnel was a new storm sewer under Old Mill Drive in west Toronto, meant to stop chronic basement flooding.
The drive ran 925 feet to a prebuilt exit shaft near Bloor Street West, at a depth of about 59 feet.
The boring machine was five feet across and sixteen feet long, worth roughly 3 million Canadian dollars.
It launched in March of 2022 and stopped in the spring, having cut about 902 feet.
Twenty three feet from daylight it ran into 14 steel tiebacks left behind by nearby condominium construction.
It became ensnared, twisted off course, and could move neither forward nor back.
How you retrieve something you cannot reach
The first attempt was the obvious one. Crews hand dug toward the machine from the surface to see what was holding it.
That is when the rods were found, and it turned a mechanical problem into a records problem.
The ground itself then became the obstacle. Trucks ran in and out of the street daily to dry the waterlogged soil enough for anyone to work at that depth safely.
The machine came out in pieces. The head was freed and lifted first, and the rear section followed weeks later.
The last of it reached the surface on the eleventh of October in 2023.
Nineteen months underground, on a drive that was 97 percent complete when it stopped.
Every week of that was spent on the last 23 feet of a job that had already gone almost a thousand.
The number that made it a story
The first figure attached to the rescue was about 9 million Canadian dollars, already three times the value of the machine.
By September of 2023 the estimate had reached at least 25 million, and the city was still calling the final total a matter under review.
Set that against a machine worth 3 million and the recovery ran to more than eight times what was stuck in the ground.
For scale, a haul truck can cost 6 million dollars before it moves a pound of rock, and nobody would spend eight times that to unstick one.
The comparison that stings more is upward. Large shield machines drive tunnels measured in miles under rivers, and one of them went 7 miles in a single pass without surfacing.
This one died inside a few city blocks.
What was actually missing
Not the information. The city says it did not know the tiebacks were there when it plotted the route, and a records search afterward found the developer had been given permission to leave them.
Nobody had to discover anything. Somebody had to read across two filing systems before a machine went in the ground.
So the permit existed and the alignment did not reflect it. Two municipal files that never met.
City staff said an investigation would look at how the machine came to be trapped, who is responsible, and what would stop it happening again.
The director of design and construction put the public part simply when the machine came out, saying he understood it had gone on far longer than expected.
Residents lived with a closed street and daily trucks for a year and a half, which is the part that does not appear on any cost line.
The lesson is not about tunnelling. It is that abandoned steel under a city is somebody’s asset record, and the next machine down only finds out by hitting it.
