One of the most recognisable symbols in the UK is, without a doubt, the black cabs. These cabs have an iconic design, ample interiors, and some of the most professional drivers in the world. All these key factors have contributed to their fame and presence in tourism. Now, new rules will be hitting both drivers and passengers in October, changing black cabs forever. While some may protest against change, this change is for once for the better of everyone in the UK. Find out more today.
The reasons behind the changes for black cabs
Besides being a recognisable symbol in the UK, according to a report by The Official Black Cab Company, black cabs are also one of the safest transportation forms in the UK. Some of the factors that contribute to the guaranteed safety include:
- In-depth driver vetting
- Regular inspections
- Robust vehicle design
- Safety features, such as CCTV cameras
- Visible identification
- Knowledge of London Tests
The latter is an exam to test a driver’s extensive knowledge of city routes. Now, cab drivers, current and new applicants, will have to pass a new assessment. The new assessment will ensure that drivers fully understand the safety, equality and regulatory requirements expected from them. This new assessment will impact passengers as well, as it increases their safety and ensures a better service.
These new rules will change everything
This new assessment is known as the Safety, Equality and Regulatory Understanding (SERU) assessment. According to Transport for London, the Department for Transport released the statutory taxi and private hire standards in 2020. The SERU assessment is being implemented to ensure cab drivers comply with the series of standards that taxi and private hire licensing authorities must meet.
The new rules have been in effect since 1 October 2025, and comprise the following:
- All cab driver license applicants must pass the SERU assessment before they will be licensed as a London cab driver
- Cab drivers whose licenses expired on or after 1 October 2025 must pass the SERU assessment when they renew their cab driver’s license and before they can receive a new license
These new licensing rules to enhance road safety measures are a more viable approach than the 10 mph speed limit proposal that has been floating around. The SERU assessment will have a special focus on standards regarding safety and English language skills, but knowledge of other aspects will also be required.
This will be expected from black cab drivers
While the Knowledge of London tests focus on knowledge of city routes, the new SERU assessments will specifically focus on being a London cab driver. Certain aspects will be tested in the assessment, including knowledge of:
- Awareness of equality and disability
- Driver safety and safe driving
- Licensing requirements
- Safeguarding
- Stopping and waiting
- Taxi fares and payments
You are also expected to have completed the online safeguarding awareness training course before taking the taxi driver SERU assessment. The new licensing rules for cab drivers in the UK highlight the nation’s commitment to taking its approach to increasing road safety measures to new heights. Another new safety measurement has been implemented, as senior drivers of a certain age must now take a compulsory test to keep their driving licenses.
The SERU assessment is based on information in the Taxi Driver Handbook. Anyone who wants to prepare for the assessment can download the PDF version of the Taxi Driver Handbook on the Transport for London official website. Assessments occur at the Pier Walk driver assessment centre, where the Knowledge of London appearances are held.
