The Department for Work and Pensions (DWP) has sounded a Winter Fuel Payment alert. The alert brings tragic news for millions of Britons, as DWP excludes beneficiaries for the rest of the year. The only silver lining is that only a certain group of beneficiaries will no longer receive Winter Fuel Payments, and the list has been confirmed. Discover who will be on the list of ‘ineligible’ beneficiaries, and what other winter support programmes may be considered as feasible options instead.

Millions receive Winter Fuel Payment alert

Some people believe that no news is good news, and this belief may be true in the case of the latest Winter Fuel Payment alert. Earlier this year, this winter support programme became accessible to 9 million Welsh and English pensioners after the UK Government announced significant changes. It meant that all the additional eligible beneficiaries were set to receive payments ranging from £100 to £300 to warm their households.

It has now been announced that millions of beneficiaries will be excluded from these winter support payments for the remainder of the year, despite being born before 22 September 1959 and earning an annual income of £35,000 or below. Find out which unfortunate beneficiaries are on the list to kiss their automatic Winter Fuel Payments goodbye until next year.

DWP excludes beneficiaries for the rest of the year

Several beneficiaries may have already received their Winter Fuel Payments for 2025, and the queue for the next round of payments is open. Unfortunately, the DWP has confirmed that one group of beneficiaries will no longer be eligible to receive these payments, which is people who reside in care homes who meet both of the following factors:

  • Permanently lived in a care home since 23 June 2025 or earlier, and
  • Receive one of the following benefits
    • Employment Support Allowance (income-related)
    • Income Support
    • Jobseeker’s Allowance (income-based)
    • Pension Credit
    • Universal Credit

Other factors also play a key role in determining your eligibility for the payments, which are indicated below. Furthermore, more people are set to lose out on the winter support programme’s payments in 2026 due to State Pension age reforms.

More people will lose out on payments in 2025 and 2026

According to the official information from the UK Government on the Winter Fuel Payment, people who meet the following requirements will also be deemed ineligible for Winter Fuel Payments in 2025:

  • Residents outside Wales and England
  • People who received free in-hospital treatment from 15 to 21 September 2025 (the ‘qualifying week’) and the year before
  • People who require permission to enter the UK and whose granted leave indicates they cannot claim from public funding
  • People who were in prison from 15 to 21 September 2025

One of the primary requirements to be deemed eligible for Winter Fuel Payments is that you must be of State Pension Age. From 2026, thousands of prospective pensioners will lose out on both their State Pensions and the Winter Fuel Payments, as the State Pension age is set to increase from 66 to 67. That means that some people were truly not born lucky when it comes to the State Pension reforms in 2026.

In a time that is supposed to be full of wonder and joy as everyone prepares for the upcoming holidays and festivities, these Winter Fuel Payment alerts could not have come at a worse time. Fortunately, not all hope is lost, especially for older Britons who depend on the Winter Fuel Payments for financial assistance with higher heating expenses. There are several other charitable grants and winter support programmes that people may qualify for, ranging from payments to electricity bill discounts. We recommend having a look at the British Gas Energy Trust grant, worth up to £2,000 for all eligible households.
