On June 10, 2024, a Boeing 777 sat baking on the Athens tarmac for three and a half hours without air conditioning.

Outside, Greece was in the grip of a heatwave severe enough to close the Acropolis.

Inside the sealed cabin, temperatures climbed toward 100 degrees Fahrenheit.

What followed raised a question at the heart of aviation safety: does the law say when a cabin is simply too hot?

Three hours sealed inside a 100 degree cabin

Passengers on the Doha bound flight were stuck in stifling heat as the aircraft sat on the tarmac, with outside air approaching 104 degrees Fahrenheit. A technical fault had brought everything to a halt shortly after the early afternoon departure time, and the captain reportedly refused to let passengers disembark while crews worked on the problem, turning a mechanical delay into something far more serious.

About 49 Muay Thai athletes returning from a world championship were among those on board. The extreme heat caused nosebleeds and fainting in some travelers, while others reached for oxygen masks. Footage from inside the plane showed passengers fanning each other, drenched in sweat.

Passengers eventually received a cup of water and a small soft drink, described afterward as completely insufficient. They were finally allowed off after three and a half hours, spent the night in Athens, and boarded again the next morning.

What the 777 is built to handle, and what went wrong

The Boeing 777 has a long record of safe operation in climates far hotter than Greece. Under normal conditions, its environmental control system draws air from the engines, cools it, and pushes it through the cabin continuously, keeping the interior comfortable even when outside air is blazing. On the tarmac with engines off, that system goes quiet.

There is typically pressure on pilots to limit use of the auxiliary power unit at the gate to reduce fuel burn, and a sealed cabin heats up very quickly. Body heat from hundreds of passengers compounds it, leaving no relief at all.

When the auxiliary power unit that normally runs ground level cooling also fails or is unavailable, the cabin becomes what one passenger described as an enforced sauna. Athens airport authorities told CNN that a sudden technical problem had prevented departure, and the carrier later apologized without specifying which systems had failed.

The rule that does not exist

Here is the part that surprises almost every frequent flyer: no federal law in the United States, and no international standard, sets a hard temperature limit for a commercial aircraft cabin while passengers are on board. Federal aviation regulators do not mandate specific cabin temperature ranges, and each airline sets its own internal policy.

General guidelines encourage airlines to maintain temperatures between 65 and 75 degrees Fahrenheit, but that guidance carries no enforcement weight. One major US carrier allows cabin temperatures to reach 90 degrees before considering it too hot to board, while another sets its threshold at 85 degrees. Those thresholds apply only at the moment boarding begins.

After the doors close and the sun bears down, temperatures can keep rising with no legal trigger that forces action. That gap is exactly what passengers in Athens fell into.

The push to change aviation’s heat rules

The Athens flight was not the first time a grounded cabin turned dangerous. Aviation labor groups have pressed for a federal standard for years, arguing that temperatures on board can rise to levels that present a serious health risk for passengers and crew alike, with no regulation to stop it. A sleeping officer aboard a cargo ship shows how much can go wrong when a single person holds the only call, and the Athens tarmac is a reminder that aviation is no different.

Congress took a step in 2024. The FAA Reauthorization Act directed federal aviation regulators to collaborate with a national scientific body on a cabin temperature study, with findings ultimately sent to Congress to decide whether new rules are needed. According to Popular Science, travelers can expect findings no earlier than sometime in 2027.

Early in 2025, regulators reported they had begun planning the research, meaning the gap that swallowed the Athens passengers is still wide open today.

What passengers can do right now

Until a federal standard exists, travelers boarding in hot climates are largely on their own. A sealed aluminum tube in direct sunlight on a Mediterranean tarmac in June gains heat faster than almost any other enclosed space a person is likely to occupy, and that concern grows less abstract as global heat records keep falling.

Staying hydrated before boarding, choosing an aisle seat away from direct window exposure, and knowing that passengers have the right to ask for water and raise a medical concern with crew are the most practical steps available. The Athens incident pushed a stalled conversation into Congress, and the study now underway could give aviation the same kind of safety threshold that other transport sectors have carried for years.

The 777 that sat in Athens eventually flew to Doha the next morning, on time, with the air conditioning working. But the question it left behind is still waiting for an answer written in regulation rather than a voluntary guideline.
