A lot is changing in the state of Florida surrounding REAL IDs and the renewal of licenses and more for millions, especially non-citizens and legal immigrants. Law regulators in Florida have replaced the REAL ID law with stricter rules for a larger population of non-citizens residing in the state, and this new rule came into effect in May 2025. Every legal immigrant’s REAL ID and license will be valid for only one year; in other words, they will be renewing their documentation annually, and if the documentation doesn’t have an expiration date, the credential’s validity will be limited to one year from the date it was issued.
New ID requirements target legal immigrants, as the state of Florida encourages tougher verification
Miami-Dade Tax Collector Dariel Fernandez expressed that all they are doing is informing the immigrants and the new rules were not initiated by them but issued by the Florida Department of Highway Safety and Motor Vehicles. The REAl ID was implemented as a standard identification, but a specific group of people has been excluded.
In a statement, to make it clear, Fernandez said:
“The Miami-Dade County Office of the Tax Collector is not the issuing authority of this policy but is assisting in ensuring residents are informed and prepared. The Office of the Tax Collector is available to help Miami-Dade residents with appointments or questions related to driver license and ID services.”
Why was this specific population group excluded from the other new REAL ID rules? There is no concrete answer, except enhancing security; however, perhaps it has to do with protecting citizens, as some immigrants are residing temporarily in the state. The new, stricter and tougher rules are that non-citizens and legal immigrants should provide proper documentation as evidence when applying for or renewing a state-issued ID or license.
The repercussions that follow this new, strict policy implemented by Florida
In an article by News 4 Jax, local immigration attorney Rebecca Black said that the new rule will stimulate demotivation in international students and professional workers if they were to relocate to Florida, as the new policy is just too tough. She added on to say that if she were an international student wanting to study in Florida, she would reconsider because annual renewal of a license takes a lot of time, money emotional strain.
Some might not have heard about this new rule and could be affected, although media posts and news reports are creating awareness. Furthermore, not only will this affect international students and/or professional workers, but license offices across the state will feel the heat. She said,
“If you’re here legally and you have a driver’s license, keep it with you. Even if you’re a permanent resident, make sure you have your green card. These are kind of crazy times, so I would make sure you keep with you whatever documentation shows you’re here legally.”

Because no one has a choice or say, local attorney and advocacy groups have encouraged legal immigrants in the state of Florida to check their documentation and where they stand and immediately fix what needs to be renewed before it becomes harder, because, from the looks of it, lawmakers are not playing. On the other hand, it is quite understandable, as they have voiced out that one of the main reasons is security, because many have entered the U.S. with fake IDs and illegally.
