US President Donald Trump is causing controversy with his policies. This is far from unheard of, considering that the polarizing leader is known for shaking things up while voicing his opinion loudly. His sights are currently set on Social Security and it’s likely that whatever is decided will have major effects on millions of Americans.

Trump has 3 plans for Social Security, beneficiaries are stressed

Donald Trump believes that there’s a massive amount of fraud and wasteful expenditure in the Social Security Administration. Together with Elon Musk and the Department of Government Efficiency (DOGE), he’s already imposed staffing cuts and office closures that have left thousands of workers unemployed and SSA beneficiaries without access to in-person assistance.

Below are three plans that Donald Trump has for Social Security. They are by no means finalized or approved, but if Trump has his way, this is what beneficiaries can expect.

Social Security Disability payments are increasing — and for many Americans, it couldn’t come at a better time

Trump is targeting fraud and waste in the SSA

Not long after taking office for the second time, President Trump installed Tesla and SpaceX CEO Elon Musk to head the DOGE. This new arm of the government is focused on cutting government spending and has already imposed sweeping job cuts in the SSA.

Trump told Congress recently:

“We’re also identifying shocking levels of incompetence and probable fraud in the Social Security program for our seniors.”

President Trump and Elon Musk both believe that Social Security fraud is rampant and scores of “dead people” are still drawing benefits. This assertion is not entirely baseless and incidents of irregular payments have been confirmed in the past. However, experts in the sector say that Trump’s claims are overstated and the fraud he and Musk allege is taking place extremely unlikely at such a level.

It’s not clear exactly what Trump intends to do to identify and remove these supposed deceased beneficiaries, but he’s focused on finding out what’s happening. During the same address to Congress, he said:

“We are searching right now.”

Trump wants to lift taxes on Social Security income

Although it sounds like a positive move for Social Security, Trump’s plan to make benefits untaxable will have damaging long-term consequences, according to economic experts. The President has been vociferous about cutting these taxes, highlighting this point both during campaigning and since returning to office.

Trump told Congress during his address on March 4, 2025:

“I’m calling for no tax on tips, no tax on overtime and no tax on Social Security benefits for our great seniors.”

The problem with this strategy in the long term is that the Social Security fund, which is already under duress and heading for potential insolvency, depends to some degree on Social Security tax contributions to pay benefits. If this source of funding is canceled, there will be a large shortfall in the fund, and Trump has not spoken of any plans to make up for this.

Trump has more staff cuts and office closures in mind

Changes have already hit the SSA in the form of workforce slashing and the closure of several walk-in Social Security assistance offices. Trump ordered that 7,700 employees be laid off, 12% of the workforce, which is already being implemented by the agency.

As of March 6, 47 Social Security branch offices had been shot down, leaving beneficiaries, especially the elderly or economically vulnerable who are unfamiliar with online services, without access to assistance in person.

The White House has released facts about losses due to fraud

According to the White House’s latest statement, these are the facts about Social Security fraud and losses that have led to Trump and Musk’s focus on rooting it out:

  • The US Government Accountability Office estimates that $521 billion is lost to fraud each year, and the majority of that is within entitlement programs like Medicaid and Medicare.
  • The federal government has paid out an estimated $2.7 trillion in improper paymentsin the last 20 years, with the majority going to “deceased individuals” or those who are no longer eligible for government programs.
  • Between 2015 and 2022, the SSA paid out an estimated $72 billion in improper payments, according to the White House’s website.

What plans have actually been confirmed by the White House?

Below are some of the confimed cuts being applied under Donald Trump and Elon Musk’s drive to cut wasteful federal expenditure:

  • SSA workforce cuts and office closures: These have already started being implemented.
  • Government spending cuts: DOGE is targeting perceived fraud and waste in entitlement programs like Medicare and Medicaid.
  • IT and administation contract cuts: SSA service contract cancellations and spending restrictions have been applied.

SSA beneficiaries minds’ have not been set at ease by Donald Trump’s promises that Social Security, Medicare, and Medicaid benefits won’t be decreased in the DOGE’s efforts to root out waste and fraud. They’re already being affected by office closures and staff layoffs, making access to assistance and services, and therefore benefits, much more difficult. For now, they will have to wait and see what the administration changes mean for the man on the street.
