Put a solar farm on farmland and you normally lose the farm.
Panels sit low, rows run close, and the ground underneath goes to gravel or mown grass for thirty years.
That is the trade every planning board in Europe argues about.
There is a version where you keep both, and it costs more steel.
A field outside Rome is about to become a large example of it.
So what changes when you lift the panels?
Why height turns one field into two
Raise a module table onto legs and the geometry opens up.
Clearance underneath lets a tractor pass, and wider row spacing lets enough light through for a crop to finish.
The shade is not a penalty in a hot climate. It is the point.
Partial shade cuts leaf temperature and slows evaporation from the soil, so in a dry summer the same crop finishes on less water.
The exchange runs both ways, because a panel over transpiring plants runs cooler than one over bare dirt, and a cooler panel makes slightly more power.
The measure that matters is whether one parcel doing two jobs beats two parcels doing one each.
What it costs is structure: taller supports, deeper foundations, more steel per watt and machinery that fits under the tables, which is why almost nobody builds this way without a reason.
The estate and the antennas on it
The site sits roughly 22 miles northwest of Rome and runs to about 1,060 acres.
It is not Italian ground in the ordinary sense. It has been extraterritorial under the treaties with Italy since the middle of the last century, foreign territory inside Lazio.
It was taken for radio. The transmitter hall was designed by Pier Luigi Nervi and opened under Pius XII, and shortwave masts have stood in the fields around it ever since.
Those transmissions still run, reaching places where few broadcasters go.
Roughly 500 acres of the estate would carry panels.
The rest stays in agriculture, and so does the ground under the modules.
The whole of Vatican City covers about 109 acres, so the field is close to ten times the country attached to it.
How the paperwork actually got here
Francis set it in motion with a document in June of 2024 ordering the state onto solar supply.
Italy and the Holy See signed the enabling agreement on July 31 of 2025, which needed ratification in parliament because of the site’s status.
Leo established a dedicated foundation to build and run the plant by chirograph on June 1 of this year.
Figures reported in August put the cost near $117 million and the capacity at 80 to 90 megawatts, with contracts tendered within weeks and a build of 18 to 24 months including permits.
The terms are unusual. No Italian subsidies are taken, import charges on the equipment are waived, and Italy counts the output toward its European targets.
Surplus goes into the Italian grid, and the plant also feeds the radio station and church properties in Rome including a children’s hospital.
The precedent is small: 2,400 panels donated for an audience hall roof back in 2008.
The number that does not fit the story
Ninety megawatts in Lazio is worth something like 120 million kilowatt hours a year.
Vatican City is 109 acres with a resident population in the hundreds, and its own consumption cannot absorb a fraction of that even with the transmitters and the Rome properties added.
So this is not self sufficiency. It is a merchant scale plant with a self sufficiency headline attached, and most of the electrons are going to Italian customers.
That is not a scandal. It is a different project from the one being described.
Eighteen to twenty four months is also brisk for a plant this size, and permitting is the part that slips, as builds from offshore projects to oil field arrays keep showing.
There is a local history too. Residents around the masts raised health concerns years ago, the church rejected the causal claim, and transmission hours were cut roughly in half.
What a state with no land does with land
Strip the vestments off it and this is an asset play.
An owner holds a large parcel whose industrial purpose is fading, already fenced, already connected, already exempt from most of what slows a project down.
Shortwave is a declining medium. Farmland next to a grid connection is not.
The agrivoltaic design is what makes it politically survivable, because a plant that ended farming on a thousand acres outside Rome would meet a different reception, as the first report of the tender made clear.
Whether the crops keep going is the part to check in five years rather than at the ribbon.
Plenty of agrivoltaic solar schemes have been approved on that promise and reverted to mown grass once the panels were up.
The design is sound, the site is unusually easy, and the founding document puts a permanent body behind it.
What is being tested is whether anyone keeps farming once nobody is watching.
