The installers roll the old carpet up and carry it out in strips.
It weighs more than most people expect.
Beneath the surface, three or four materials are fused so tightly together that almost no standard facility can pull them apart.
Most of it goes straight into a dumpster, then a truck, then the ground.
That is starting to change in one state, and the thing that changed it is a line on the receipt, charged by the square yard. The question is why the layers themselves make this so hard.
Why carpet is almost impossible to sort
Pull up a corner of residential carpet and you are looking at a small chemistry problem. The face you walk on is typically nylon, polyester or polypropylene; beneath it sits a primary backing of woven polypropylene, a layer of styrene butadiene latex glue, and a secondary backing weighted with calcium carbonate filler. No single recycling stream wants all of that at once.
The filler is the particular problem. It is there for weight and dimensional stability, and it is heavy, cheap and chemically unlike everything above it. Shred the whole sandwich without separating it first and the filler contaminates the polymer, turning a recoverable plastic into a rejected one.
Carpet is dense and slow to break down, and most carpet installed today contains synthetic fibers with a century-plus lifespan, so the volume sent to landfills is essentially permanent. The only way through is to pull the layers apart before sorting, and that takes specialized equipment almost no standard waste facility carries.
The scale of what goes into the ground every year
Federal data puts US generation of carpets and rugs at about 3.4 million tons a year, of which 310,000 tons were recycled, a recycling rate of 9.2 percent. About 73 percent was landfilled outright and roughly 18 percent was burned for energy recovery.
Carpet and fiber manufacturers, the industry trade group, state governments and the EPA signed a national carpet recycling agreement more than two decades ago, targeting 20 to 25 percent recycling within a decade. The national rate never came close, and it has barely moved since.
The material itself is not worthless once it is clean. Recovered carpet fiber already goes into broadloom, cushion, acoustic insulation, plastic automotive components and erosion control products. The challenge is getting the streams apart cleanly enough to sell.
What California did differently
California enacted the first US carpet extended producer responsibility law, requiring a differential assessment on each square yard of carpet sold that reflects what that product costs the program to recycle. It began as five cents per square yard. After an increase that took effect in early 2025, it runs about 96 cents to $1.49 per square yard depending on recycled content.
That revenue pays subsidies to collectors and processors and funds the equipment gap. In 2024 the program managed 15 grants totaling $881,000 across 14 recipients, with money aimed at expanding collection, at fiber identification and at the hardest to recycle carpet components. Fiber type is not something you can judge by eye, which is why identification is a funded problem rather than a solved one.
The result was a record recycling rate of 38.5 percent against a 34 percent goal, with 82.7 million pounds collected and 90.5 percent of that actually recycled, from the same carpet pulled out of the same homes.
The part that still ends up buried
Even at 38.5 percent, about six pounds in ten are still not recycled. California’s answer is to push sorting further upstream: a law passed in 2024 added a carpet to carpet recycled content mandate of 5 percent by 2028 and required sorting at an approved collection site by 2029. The program’s 2024 annual report to CalRecycle shows the state added 16 collection sites that year, reaching 159 public drop offs serving all 58 counties.
Then there is the rest of the country. New York’s extended producer responsibility law for carpet took effect at the end of December 2024, with its collection program targeted to launch in mid-2026. In the other 48 states, the subsidized sorting network does not exist, and the national rate stays near nine percent.
For anyone curious about what else arrives uninvited at the edges of large ecosystems, Florida’s wetlands are dealing with their own slow moving, hard to shift problem. The carpet pile and the invasive eel share the same stubborn quality: once embedded, removing them takes more than a simple scoop.
What comes next and what it means for the floor
The California model shows exactly what the per square yard assessment buys. Without it, a collector cannot afford identification equipment, a processor cannot afford a line that strips calcium carbonate out cleanly, and recovered nylon has nowhere economical to go.
The state’s approved goals keep climbing, to 41 percent for 2026 and 45 percent for 2027. Separation technology is still the open engineering question, and it sits alongside other materials separation problems that look simple until someone has to build the machine. Cleaner separation raises the value of what comes out the other end, which is exactly why the producer fee is the thing paying for it.
The honest close is that the problem is half solved in policy terms and barely begun everywhere else. The fix worked where it was tried. The question is whether it can travel at that price.
