A freeway trench west of downtown Houston, eight lanes of traffic, an overpass carrying a city street across it.
On the underside of the steel, a bright raw gouge runs along one girder where the paint has been torn back to clean metal.
It is not old. There are several others beside it, at slightly different heights.
The bridge was built in 1965 and clears 14 feet 3 inches.
Texas allows 14 feet without a permit.
The margin is 3 inches.
Why 3 inches is not a margin at all
A legal trailer deck sits close to 5 feet off the ground, and the load rides on top of that.
Nothing about a truck is rigid. Suspension rebounds over a joint, tire pressure varies, a deck flexes under an uneven load and a driver changes lanes onto a crown in the pavement.
Any one of those moves a load an inch or two, and 3 inches does not survive two of them at once.
So a truck height measured at exactly 14 feet in a yard can be 14 feet 4 inches at 60 miles an hour over a bad joint.
That is why a clearance this tight is not a rule that gets broken occasionally. It is a rule that gets broken by ordinary physics on a legal load.
The bridge does not need an illegal truck. It only needs a bouncy one.
What a year at this bridge actually cost
Through late October of last year the monitoring system had logged 72 strikes for the year.
The bill came to 401,379 dollars and 79 cents, made up of 72,447 dollars of in house labor and 328,932 dollars of contracted inspections.
Averaged across 72 impacts that is about 5,575 dollars each, far less than people assume.
The reason is that most of these are contacts rather than collisions. A trailer scrapes, an inspector checks, traffic resumes.
Roughly 18,750 vehicles use the crossing every day, and the structure is rated sound despite everything that has hit it.
None of that spending buys a single inch of clearance. It buys certainty that the girders are still holding.
Inspection costs four times what repair costs.
The number that looks like failure and is not
Three overheight detection systems watch the approaches, at Wirt and at Mercury and a third position, using infrared beams set at 14 feet.
When a load breaks the beam, a camera records it and a sign lights up telling the driver to exit toward the loop, where the bridges are taller.
Those systems went in a decade ago, and the federal evaluation credits them with roughly 20 fewer strikes a year on this freeway and savings above 2 million dollars annually.
Set that beside 72 strikes in a year and the technology looks useless. It is not.
The systems work. The counter also works, which is the catch.
What changed was the counting
Of those 72 logged strikes, eight were investigated by police. The other 64 were captured by the monitoring hardware alone.
Before the cameras, a strike entered the record only if somebody wrote a report. A scrape with no injury and no stopped truck simply did not exist.
Eight is almost exactly the order of magnitude the old record produced. The freeway logged 35 strikes across its whole length in the year before detection went in.
So the jump from 35 to 72 is very probably not an increase in trucks hitting bridges. It is an increase in trucks being seen hitting bridges.
Every argument about whether this is getting worse rests on a number that changed definition partway through.
Oversized loads keep finding the wrong road, which is why a Romanian wind farm sent turbine blades down a river instead.
The strike count, the cost breakdown and the police figure are reported by a local station.
Measurement made the problem look worse while making it actually better.
The fix that is coming, and what it actually is
The bridge is scheduled for demolition in early 2027, and the replacement is not a taller sign or a louder alarm.
A 407 million dollar project will raise the freeway mainlanes between Heights Boulevard and the interchange, so the city street passes underneath rather than over.
The freeway is being lifted because it floods, having gone under water ten times since the early 1990s, and removing the strike point is a side effect of that.
For vertical clearance the bridge already carries a federal rating of 2 out of 9, which is the word intolerable written down in a database years before anyone made a plan.
Moving something enormous by road is always a routing problem first, as with a 400 ton truck hauled in one piece across Alberta.
The elevation scheme and the fate of this crossing are set out by the state department.
A truck hit it again in August carrying a spool, and the placards on that trailer already said oversize load before it reached the bridge.
