Concrete does not bend before it fails.

A steel beam struck hard enough will deform and hold, but a prestressed concrete girder takes the blow, cracks through, and stops being a beam at that instant.

Two of them went at once.

What was left hung over the closed lanes with reinforcing bar pointing down into the roadway, and by morning the engineers had a short answer.

Not repairable.

The damaged section had to come down, which is a sentence that turns a traffic incident into a construction project and a very large invoice.

What an oversize permit actually is

It is not a sticker that says yes.

An oversize permit is a route, drawn junction by junction, because clearance under a highway varies bridge to bridge and no single number covers a state.

The route carries the whole margin.

Every low structure on the way is identified in advance and worked around with a named exit and a named reentry, so the safety of the trip lives in the paperwork rather than in the driver’s judgment.

Which means it only works once.

A route followed at every junction but one is not a route that mostly worked, it is a route that failed, because the single bridge it was written to avoid is the one thing it had to get right.

The bridge that was in the way

It carried a small county road over the interstate.

Nothing about it was notable, sitting at milepost 90 in the pine country east of the pass, the kind of crossing most drivers never look up at.

The traffic split is lopsided.

Roughly 17,000 vehicles a day use that stretch of freeway, while only 1,500 drivers cross the overpass itself in a day.

Those are counts, not guesses.

Clearance under a span is the same kind of figure, measured during inspection and written down to the inch, which is what makes an oversize route possible at all and also what makes the margin so unforgiving.

That imbalance is why it mattered so much.

Breaking a bridge that carries a farm road closed a highway carrying ten times the traffic underneath it.

The night it happened

It was late on a Tuesday in October.

A truck was running west with a large piece of industrial steel equipment on it, something that witnesses described as looking like a tank, and a lead car ahead of it.

The strike took the girders.

Behind the wheel was a 64 year old driver from a small town in Ontario, working a route he had been handed in writing, and no drugs or alcohol were involved at any point.

He was not lost either.

Bridge engineers were on site the next morning, called the damaged portion unrepairable, and demolition began on the Thursday evening under an emergency declaration signed by the governor.

The freeway came back first.

Westbound lanes reopened once the wreckage was down, while the overpass itself stayed out of service until the end of January.

The permit said to get off at Exit 80

This is the part most coverage got backwards.

The load was permitted. The permit required the driver to leave the freeway at a numbered exit, run around this specific overpass on surface roads, and rejoin the interstate past it.

He stayed on the freeway.

The citation that followed was for a permit violation rather than for hauling without one, which is a different failure and a more uncomfortable one.

Then there is the fine.

Roughly 250 dollars, set against a rebuild that came to about 8 million, which is a ratio of something like thirty thousand to one.

The reporting that established what the citation was for is what separates this from a routine bridge strike.

Where the system is thin

A lead car was there for exactly this.

Its job is to run ahead, watch for the structures the permit names, and tell the driver over the radio, and a state patrol spokesman suggested there may have been confusion in radio traffic or several people talking at once.

So the failure is a communication link.

Everything upstream of it worked, the survey, the clearance data, the routing software and the permit, and all of that was defeated by a mile of freeway and a missed exit.

The same shape turns up elsewhere.

A 240 foot blade clipped a railroad trestle in Maine at dawn and had to be carried backward to the port it had left an hour earlier.

Nothing in the fix addresses that link.

A new span went up, the agency published its timeline, and the routing system that named the exit was never the thing at fault.

Which leaves the arithmetic sitting there.

An over height load passed one junction it was told to leave at, and the public paid 32,000 times what the driver did.
